NOTICE OF PUBLIC HEARING & REGULAR MEETING

March 8th, 2021 at 7 pm.

Meeting to be held virtually via Zoom

NOTICE IS HEREBY GIVEN that the Kochville Township Planning Commission will hold a Public Hearing prior to its regular meeting, for the purpose of considering an amendment to Ordinance 17-07, known as the SOLAR ENERGY FACILITIES ORDINANCE.

Specifically, Section Four, paragraph I, which requires specific guidelines for providing a Landscape Buffer for a Solar Energy Facility.

The Planning Commission will take public comment during the meeting to be held virtually via Zoom.

NOTICE IS HEREBY GIVEN that the Kochville Township Planning Commission will hold a Public Hearing, prior to its regular meeting, for the purposes of considering an amendment to Ordinance 17-07, known as the SOLAR ENERGY FACILITIES ORDINANCE.

Specifically, Section Four, paragraph I, which requires specific guidelines for the buffering of a Solar Energy Facility.

The Planning Commission will take public comment during the meeting to be held at:

7:00 p.m. on Monday, March 8th, 2021, in a virtual meeting via ZOOM.

Section 4 (B).  Delete the following:

  1. A solar energy facility shall not be permitted on land enrolled in a Farmland Development Rights Agreement under the Michigan PA 116 program.

Section 4 (I)

  1. Screening Requirements. Unless otherwise specified, all solar energy facilities shall have a minimum landscape buffer of 25 feet along any road or adjacent to a residential use, which shall consist of two (2) rows of closely-spaced, staggered evergreen plantings, planted no more than twelve (12) feet on centers, front to back and side to side, which can reasonably be expected to form a visual barrier that is at least eight (8) feet above ground level within three (3) years of planting.  The minimum height at time of planting shall be no less than six (6) feet in height with a diameter of no less than four (4) feet at its base and a species of evergreen that produces dense growth capable of producing a complete visual barrier.

Wherever screening is adjacent to a residence, the Planning Commission may require additional screening methods including opaque fencing and additional plantings to achieve a complete visual barrier.

Each owner, operator or maintainer of a solar energy facility shall maintain the landscape buffer so that the vegetation will reach maturity as soon as practical and will have maximum density in foliage.  Dead or diseased landscaping shall be removed and must be replanted at the next appropriate planting time.  Plants or grasses not part of the landscaping buffer shall be maintained by the facility operator to not exceed ten (10) inches in height.
